HENSHAW THREATENED MIKE STOREY'S JOB AS A HEADTEACHER IN NEIGHBOURING KNOWSLEY


Sir David Henshaw threatened Mike Storey's job as a headteacher during their struggle for power at Liverpool city council.
Henshaw twice threatened Councillor Storey, the elected Leader of the Council, with the sack as a teacher over emails the councillor had written to media chief, Matt Finnegan.
Henshaw was the former chief executive of Labour-run Knowsley Borough Council where Storey, the Lib-Dem leader of Liverpool, was employed as a successful headteacher.
The astonishing allegations against Henshaw are made in a secret account by barrister Paul Clark, the Lord Mayor of Liverpool in 2008.
They are certain to cause shock at the Town Hall and in Whitehall because of the astonishing tactics used by Henshaw to try and get his own way.
Councillor Clark's account tells how in April last year, Henshaw had first used the private emails to blackmail the city council into giving him a huge early retirement pay-off.
But a month later, Henshaw had changed his mind about retiring - he wanted Storey to go, not him.
Councillor Clark's account reveals how on May 17th Henshaw had first confronted four senior councillors with the emails, demanding Storey's (MJS) resignation as Leader.
A shocked Councillor Clark (PC) had then telephoned Henshaw (DH) to find out what was going on.

This is the Clark extract:

PC calls DH - 17th May 2005
No deal on offer. He is staying.
"I have spent three weeks thinking this through."
DH makes threats to MJS's school job. "Just imagine what a labour council in knowsley would do with this."
DH says - "he is stupid."
PH and DMc (Halsall and McElhinney) has been working this through.

Councillor Clark's then account tells how, unless the elected Leader quit, Henshaw threatened to make an official complaint about Storey's emails to the Standards Board, District Auditor and City Solicitor. Councillor Clark later describes Henshaw again making threats to Storey's livelihood.

This is the Clark extract:

DH says " he is stupid with no guts. I can tip all this into the political arena."

Makes further threats to school career. Also says will stop his chance of getting a peerage. Says he will be suspended immediately and that he has taken soundings from the standards board.
Deadline for me to come back with MJS's response or he would make the complaint...set at 5.00 Thursday.

I just cannot believe that the city council paid this guy £340,000 to go - he should have been kicked all the way down Dale Street and out of the city forever. How dare he threaten a councillors job! I have no time for Storey, but I am beginning to understand what was really going on at the council now. Disgraceful.

Wasn't it under Sir Dave's Chief Exec-ship at Knowsley MBC that Smiley Mike got his headship at Plantation school? Or was he already in that post?

Did we hear that Sir Dave got a very handsome relocation package including a very cheap mortgage when Smiley Mike brought him to Liverpool back in 98/99 - afterall, a move from Knowsley to Liverpool is a big wrench, and very disruptive for the family. You have to change all the addresses on your Swiss bank accounts, for starters.

I have heard some eye-watering stuff about the removal package which McElhinney helped himself to, when he followed Henshaw from Knowsley. There's one piece missing from the jigsaw, however. All contributions gratefully recieved to the usual address.

Wonder what the Dark and Stormy Knight spent his £340k on - Rexy reckoned a bloated new Range Rover (surely not to blend in with all the Liverpool Gangsters?), but that would still leave plenty of change, perhaps for a few more lucrative land and property deals?

Do you know, I don't think I have read about anything so outrageous in local government in all my born days. This is utterly astonishing behaviour. Why hasn't action been taken against Henshaw? Why can't action still be taken now? The council should be suing him to get back the £340,000!

What I see here is a simple case of people getting too full of themselves - they think they are beyond the lot of us! It transcends party politics so lets not have all that "lets get together and we can beat them" stuff - you'd end up just like them.

Simple - these people have acted illegally by taking out of the public purse for their own gain (and their mates!), and not via the wage packet so lets all push the Police to pursue them - I wonder what the internal audit team have already done - shouldn't that be made public? Perhaps someone wants to make a request under freedom of information!!??

Just a thought!

We have absolutely no faith in internal audit. Gerry Callaghan, the head of internal audit, sold himself to the devils McElhinney and Halsall when Finnegan was fitted up and suspended. Callaghan has compromised his professional integrity all along. Notably in trying to protect McElhinney from a proper investigation and revealing the evidence to Halsall. (more on this later) Callaghan should have himself been suspended by the cowardly Hilton three months ago.

I know the council started to charge for vermin eradication, but £340k seems a bit steep!

Still, far more costly to let this arch-assety stripper stay on and do more damage.

The best revenge would be for Neil Scales to get that Tram built, which Henshaw couldn't stand because Neil doesn't do kick-backs.

Like the Liverpool Vision con, the conman that is Charlie Parker and all the property dealings done prior to the Culture award being won that made millions to those involved
Come on for gawds sake, or have we got to wait until those involved to have moved on to the next victim/city???
