Sir David Henshaw

Sir David Henshaw was appointed chair of NHS North West in May, after more than six years as chief executive of Liverpool City Council, where he was credited with transforming the city, kick-starting its regeneration and helping it win the European Capital of Culture status for 2008. His help was also enlisted by the Secretary of State for Work and Pensions in March 2006 to redesign the child support system in the UK, including the Child Support Agency.

Born and educated in Liverpool, Sir David graduated from Sheffield City Polytechnic (now Sheffield Hallam University) in public administration and was the first sabbatical president of the Students' Union. His headline achievements at Liverpool City Council included structural reforms estimated to have saved the city £120 million, and finalising plans for a £750 million investment, one of the largest city centre development projects in Europe.

His expertise has been called on by the Prime Minister's Delivery Unit and the Cabinet Office Strategy Unit, while other prestigious roles have included non-executive director of the Home Secretary's National Offender Management Board, deputy chair of the Mersey Partnership and chair of Liverpool Partnership Group.
